Abstract

Problem- Maintenance and supply teams face fragmented, overwhelming data that hinders rather than helps. Disconnected systems, inconsistent formats, and high data volumes make it difficult to assess risk, prioritize actions, and respond rapidly to readiness gaps. As a result, decision-making becomes reactive, expensive, and misaligned with mission-critical needs, often delaying corrective actions and degrading operational effectiveness.

Description- RAVEN (Risk Assessment for Naval Engagement and Readiness) transforms siloed sustainment data into precise, actionable intelligence. Designed with a wartime mindset, RAVEN enables teams to anticipate and act instead of just reacting. The tool ingests the last 30 months of requisition and maintenance data, rapidly analyzes more than 7 million repairable and consumable NIINs, and applies risk scores based on two critical factors: impact on readiness and likelihood (frequency). This produces a TMS-centric risk model grounded in industry-accepted frameworks. Users view results of inaction and receive prescriptive analytics that focus resources on the most urgent, high-impact issues. RAVEN generates step-by-step action plans tailored to each user—retail supply, I-level maintenance, wholesale, COMFRC, and PMAs. These plans reflect logic developed by government and industry SMEs based on technical publications, ensuring operational relevance and effectiveness across all mission phases.

DoD Benefits- RAVEN improves maintenance and supply outcomes by identifying needed actions quickly, regardless of supply chain condition. It eliminates blind spots and supports a complete operational picture. The application currently maps to every Navy and Marine Corps aircraft TMS, PMA, and EO, including DLA-managed inventory. Its architecture supports expansion to the Air Force, Army, and Special Operations Forces. A core capability is the precise assignment of actions to responsible stakeholders—removing ambiguity and enabling accountability. RAVEN runs on DoD-authorized networks, avoids redundant efforts, and aligns maintenance and supply activity. It enables action before failure, converting manpower into a force multiplier and shifting teams from analysis to execution. RAVEN does the heavy lifting, so the mission moves forward.

Challenges- Many issues must be addressed simultaneously. RAVEN mitigates decision fatigue using phased rollouts and priority filters. Data inconsistencies are handled through SME-informed logic and strong validation protocols.

Current Status & Next Steps- RAVEN is currently TRL6. Initially built in Tableau with 3 action plans completed, it is platform-flexible and ready to scale. NSI, in collaboration with NAVAIR and COMFRC, is expanding RAVEN to 40 action plans, using technical publications, to build an adaptable solution deployable across all military services. NSI is also wireframing future NLP integration, which will allow RAVEN to extract further insight from maintenance action narratives.
