Technology Title

N-Tier Supply Chain Navigator Platform

Tech Focus Area

Business Processes/Partnerships

Abstract

Problem Statement: The Department of War (DoW) lacks end-to-end, bill-of-materials (BOM)-level visibility across complex, multi-tier supply chains, allowing critical risks to remain hidden deep below the prime contractor. Foreign Ownership, Control, or Influence (FOCI), counterfeit or nonconforming parts, restricted suppliers, cybersecurity vulnerabilities, and supplier disruptions can remain undetected until they bring maintenance to an abrupt halt. Without the ability to identify and mitigate these risks before depot induction or quality escape investigations etc., the DoW is exposed to unplanned rework, emergency re-sourcing at premium costs, extended maintenance timelines, and ultimately degraded platform readiness.

Description: Accenture Federal Services in partnership with Carahsoft, bring their N-Tier Supply Chain Navigator (SCN) which integrates its hardware bill-of-materials (HBOM) creation with Interos.ai supply-chain intelligence and NetRise software bill-of-materials (SBOM) analysis to provide a unified, continuously updated view of complex, multi-tier supply chains. The platform maps contractors, suppliers, OEMs, components, corporate hierarchies, ultimate parents and beneficial owners (UBOs), and sub-tier relationships, while continuously monitoring ownership changes, M&A activity, corporate health, regulatory restrictions, sanctions, cybersecurity risk, and supplier status. Identified risks such as restricted or high-risk manufacturers (Huawei, ZTE, Hytera etc.), Trade Agreements Act (TAA) country-of-origin non-compliance, counterfeit and nonconforming-part indicators, and/or FOCI are surfaced in real-time and users can establish portfolios or watchlists corresponding to a contract vehicle, task order, program, or other defined scope.

Benefits to the DoW: N-Tier SCN enables proactive maintenance and sustainment risk management by identifying component- and supplier-level risks before they become readiness-impacting issues. By correlating hardware, software, supplier, ownership, and component data, the solution reduces supply-chain blind spots, supports earlier intervention, and can reduce disruption-driven maintenance delays. Its BOM-centric approach is applicable across platforms, programs, military services, and Defense Logistics Agency (DLA) supply chains.

Innovation Challenges: N-Tier SCN, Interos.ai Resilience, and NetRise Turbine platforms currently have separate user interfaces. To enable a seamless, unified solution Interos.ai and NetRise views are in the process of being integrated into N-Tier.

Technical Maturity/Demonstration Results: While the fully integrated solution envisioned under N-Tier SCN is currently in the prototype stage, each of the three capabilities have been independently proven and are actively deployed across a broad range of commercial and Federal customers, including Google, the U.S. Navy, the Cybersecurity and Infrastructure Security Agency (CISA), and the National Nuclear Security Administration (NNSA).
