Problem: Debates exist on the best way to manage IT portfolios and to measure the value of IT investment. Companies invest billions of dollars on IT and yet the headlines of misspent money are not uncommon. IT portfolio managers are constantly challenged to properly, efficiently and cost effectively manage their portfolios while dealing with criticisms of poor data quality, a lack of performance data and misaligned IT governance and policy. When it comes to IT PFM, industries within the maintenance and sustainment community as well as the Department of the Navy (DON) face the same challenges mentioned above.
Benefit: The results derived from this project will provide tangible resources for maintenance and sustainment industries to efficiently map and manage complex IT portfolios because of improved business operations which enable more accurate maintenance planning, forecasting and inventory management capabilities. Information will become better organized and visible to those who use it for decision-making processes at all levels.
Solution/Approach: The objectives for Phase II of this initiative are to: 1) continue to mature and depict in a visually appealing manner, a streamlined IT Strategic Roadmap that promotes consensus regarding DON IT requirements and the technologies needed to satisfy those requirements; 2) improve upon the mechanism to help forecast IT developments; and 3) provide a framework to help plan and coordinate technology developments.
