Problem: The Deputy Under Secretary of the Navy (Management) or DUSN (M) is responsible for improving the overall efficiency and effectiveness of the Department of the Navy (DON). DUSN (M) accomplishes this mission by working closely with leadership across the DON to identify the most immediate business challenges facing the Department and develops a shared vision for addressing those challenges. Senior leadership within the DON will be forced to consider trade-offs among operations and maintenance, readiness, procurement and modernization investments while private industry executives face their own version of trade-offs between meeting customer expectations and remaining competitive.
Benefit: Project deliverables will allow the Navy to understand the utility and potential success of innovation as a risk mitigation strategy. This understanding will facilitate ease of engagement by the public in exposing to the DON opportunities as well as providing a common framework for rapid acceleration of products and services from industry to government and vice versa. Increasing the frequency of innovation compatibility and utility will lead to the mutual good of both parties.
Solution/Approach: This project will identify DON processes directly affected by new and emerging technologies and provide an assessment to include recommendations for how innovation may be integrated with existing processes or develop a new process; without, causing significant disruption to production or the workforce. Project efforts will focus on implementing the SECNAV’s Innovation Vision Plan by validating the effectiveness of the current state of Navy innovation tools and processes, utilize the Navy Hatch system to collaborate innovation effectiveness, execute and document effective innovative practices and publish a revised Enterprise Innovation Management Blueprint for daily usage.
