Problem: The military services spend millions of dollars each year on technology projects designed to improve the efficiency and effectiveness of maintenance operations. Current business and IT processes across the four naval shipyards do not support detailed industrial process analysis at a system scale, and do not compare across DoD. Several detailed studies in the past have found tangible data to deliver ships on time at a reduced cost, however, the analysis was long and labor intensive, which negated the results as many processes had changed from the data collection to producing a report.
Benefit: Organizations that can extrapolate and translate information about their maintenance and sustainment needs will have an advantage over those that can’t. Being able to anticipate maintenance obligations will allow the organization to have the needed inventory on hand reducing down time, extra man-hours, and redundant costs.
Solution/Approach: The study will develop a model and analysis that will assist SEA 04 in identifying and prioritizing which maintenance technology insertion initiatives can achieve higher efficiency and readiness results. This study requires related analysis of maintenance expenditures to optimize technology insertion prioritization and resources.
