Problem: If organizations have the tools to pre-plan energy and fuels acquisition, based on accurate usage data, they can streamline maintenance and sustainment activities while experiencing fewer operational interruptions. The future environment will require planners to adequately draw from all sources of supply to meet demands. This starts with understanding energy requirements and solution alternatives within the public sector as well as within the Department of Defense (DoD).
Benefit: The intent of this initiative is to use the Marine Corps capability development approach as a surrogate for industry to demonstrate how improvements to logistics data for commodity (energy and fuels) visibility can benefit the general public. Through improved visibility, overall storage and distribution costs can be reduced and delivery time can be improved (to include the ability to respond quickly to a supply disruption). This initiative will follow a transparent and repeatable process to articulate the requirements needed to deliver a capability that will ultimately impact end consumers.
Solution/Approach: An effective tool is needed to understand and visualize energy and fuels requirements within a Joint Operations Area (JOA) and provide access to accurate, time relevant, mission-critical information. Central to this is the integration of ground tactical energy (Operational Energy) consumption information in deployed environments under various mission scenarios and operational conditions.
A collaborative effort that leverages the DoD Joint Capabilities Integration and Development System (JCIDS) process, embracing both government and industry participants will be used. The government will provide functional and subject matter knowledge, value opportunity definition and capture. The DoD JCIDS process will support capability development through an assessment of the requirements articulated in strategy documents, concepts, and guidance and evaluated against current/legacy capabilities employed by both the U.S. Marine Corps and U.S. Army. Gaps in requirements vs. current capabilities will be developed through quantitative and qualitative analysis. Industry will provide JCIDS process, supply chain management, web-based collaborative analysis tools, and defense network security integration knowledge.
