Problem: The DON must adopt the best business practices from the private and public sector to drive down the cost of doing business in the Department. Understanding the impending challenge is part of the solution, while channeling the capability to harvest innovations are key to success.
Benefit: The success of the project will result in reduced sustainment costs, a more transparent future state plan for DON Innovation as a resource constraint mitigation strategy, and improved weapon systems readiness and reliability.
Solution/Approach: Under Phase I of this project, great strides were made to implement the SECNAV’s Innovation Vision: The Naval Innovation Advisory Council (NIAC) was formalized with the release of NIAC SECNAVINST 5420.199; the Innovation Incentives Program (IIP) was established under SECNAVINST 5305.6; new tools were vetted in support of the Navy Hatch (an accessible, virtual collaboration forum that harnesses the creative energy of Sailors, Marines, and DON civilians) to allow for collaboration across the DON; and a comprehensive communications plan was implemented to ensure all DON and industry stakeholders stay informed. This work will help forecast technology developments and provide a framework to help plan and coordinate technology developments in both the public industry sectors and the DON.
