Problem: Given the current global fiscal realities, and understanding these impacts in future drawdown evolutions, the DoD has been tasked to leverage all available opportunities to “lean out” redundant or unnecessary costs and processes. Nearly all significant military operations engaged in by the U.S. will be conducted jointly with the other U.S. service components, as well as with allied international coalition partners. Developing key tools, technologies, and processes that can leverage the benefits associated with Coalition Operations will be paramount to success in challenging fiscal operational environs.
Benefit: Visibility into the portfolio at levels far beyond any effort to date with DC I&L or the Marine Corps.
DC I&L will be armed with the information needed to make data-driven decisions that affect the entire LOG IT Portfolio. Strategic decision-making will be enabled through quantifiable focus areas that address portfolio-wide impacts. The funding area will provide the financial impact each system has on the total portfolio, how each system is sized relative to others in the portfolio, what type of funding is used by each system and how that total makes up the funding for the portfolio. The systems components area will enumerate the hardware and software components “footprints” throughout the portfolio with attention paid to end-of-life from vendor support and available expertise. The functional area will identify gaps and overlaps based on business processes and key capability areas. The user environment area will provide details of the number of users, types of users, and hosting locations across the portfolio. The security area will elaborate compliance of the portfolio with respect to Authority to Operate and Common Access Card.
Solution/Approach: The objective of this CTMA project is to improve the Marine Corps’ Logistics Portfolio Management Board’s (LOG PMB) ability to make data-driven investment decisions and policy enhancements resulting in more effective management of the LOG IT Portfolio.
