Problem: There is an opportunity for the government to analyze alternative maintenance and sustainment strategies, particularly at the depot level, to optimize performance, lower costs, and reduce the reliance on original equipment manufacturers (OEMs) and third-party suppliers. The C-17 program is currently in the sustainment phase of the acquisition lifecycle, with the C-17 SPO conducting capability enhancement modifications and providing lifecycle sustainment support. As such, the alignment of technology research and C-17 SPO activities make this initiative an excellent surrogate to prove out the applicability of these technologies across other complex maintenance organizations seeking to implement updated and relevant strategies.
Benefit: This analysis will result in the viability of DM workload transition and document the associated resource requirements, assumptions, and constraints. The methodologies implemented to achieve project goals are extensible and can serve as a model across other organizations, both private and public.
Solution/Approach: Phase II will build upon the successes of Phase I and support the identification of specified resources and processes to execute the implementation of Depot Maintenance (DM) and sustainment activities relative to maintenance, technical data, infrastructure, manpower, funding, and contracting. Phase II will focus on analyzing the specific requirements to support the strategic DM workload transition from the OEM to the government Air Logistic Complexes.
