Project Announcement: Analytical Tools and Methods to Inform the Sustainment of Vehicle Industrial Base Manufacturing Capabilities

The US Department of Defense is partnering with industry and academia on an initiative to advance the state of the art of analytical tools and processes capable of assessing the current state of the commercial and organic combat vehicle industrial base. The overall goal will be to develop investment and other actions needed to mitigate maintenance and sustainment risks associated with lowered production rates for a particular class of vehicles.

Specific goals include the ability to:

  • Employ advanced processes and tools to develop a common methodology to determine a minimum sustaining rate (MSR) and minimum economic sustaining rate (MESR) for a vehicle fleet’s manufacturing plan and implementation strategy.
  • Determine a unit cost/volume curve and identify key suppliers that would present a risk current and future production.
  • Apply sensitivity analysis to evaluate the capability, capacity, and cost impacts for various scenarios to maintain and sustain the fleet.

The technology implementation goal for this effort will be Tier 2.
