NCMS is assisting the US Navy in seeking a partner with capabilities to provide real time traffic monitoring and alternate route determination.
Background
Having a direct path to the scene of an emergency is critical for rapid emergency response. To achieve this, most industrial sites have dedicated fire lanes. But these lanes are blocked periodically, and enforcement to prevent blockage can be challenging at a large facility. The US Navy seeks autonomous lane blockage detection software that is robust, customizable, and easy to integrate and pair with other systems.
Solution Sought
This solution will utilize installed cameras to detect any substantial object that would obstruct any monitored lane and use this information to calculate the shortest alternate route to the selected destination. The system should have multi-lane support and provide the status of each lane. Additionally, it should suggest alternative available routes. This software shall support multiple cameras and routes.
This solution shall be able to update a site map dashboard with the obstructions detected, display shortest path to the destination, and show other relevant information outlined in the requirements.
Required Capabilities
Computer Vision Components
- Has ability to detect obstructions within a predefined area utilizing a live camera feed.
- Can make the detection versatile enough to detect multiple items adjacent to each other.
- Can support multiple adjacent lanes and contain logic to determine if there is no usable path for any given route.
- Has ability to modify the area to be monitored by highlighting new areas via a graphical interface that displays the live camera feeds.
Site Map Dashboard
- Can provide a layered site map dashboard with user definable routes and ability to modify the shortest path calculation, which depends on lane blockages.
- Has a first layer of the map with the ability to display:
- Fire lane blockages and blockages that result in no path for the given route, provided by the Computer Vision Components micro service.
- Shortest route to destination.
- Planned lane blockages, provided by the Outage Request Information Extractor micro service (defined below).
- The user shall be able to see the area that has been requested to be blocked.
- The user shall be able to click on the planned blockage and see metadata containing the start/end date of the blockage, point of contact, contact information, and hyperlink for the document that requested the blockage.
- User defined fire department water connections (fire hydrants or building water line).
- This will be implemented in a way that could be utilized as a criterion for the shortest path calculation.
- Has a second layer of the map with the ability to display:
- Heat map of lane blockages history. Be able to modify the time scale.
- A user-selectable heat map zone that shows a list of incidents with dates.
- Metadata for each incident (pictures, license plates number, etc.)
Notification Service
- Has a notification micro service included in the software.
- Can support the ability to send notifications to predefined groups.
- These groups will be linked to subsets of routes of the site.
- The administrator shall be able to modify the members in the group and define new groups that own predefined routes.
- Has the capability to send the following:
- SMS notification.
- Email notification.
Additional Desired Capabilities
The government sponsor uses formal documentation to request an approved fire lane blockage. The software should be able to scan the document and perform the actions outlined in the Outage Request Information Extractor micro service.
Outage Request Information Extractor
- Ability to scan a standardized pdf map for unavailable areas and update the dashboard accordingly.
- Ability to extract information such as blockage dates, points of contact, and contact information from pdf or word document and use the information to update the dashboard.
Additional Computer vision Components
- Ability to use the Computer Vision Components micro service at a smaller scale and detect blockages of fire department water connections (fire hydrants or building water line).

Responding to a Sources Sought, RFI, or Survey does not guarantee that a CTMA Program initiative will result. By submitting a response, you are agreeing to allow NCMS to share your information with the United States government. All submissions containing proprietary information shall be marked accordingly.
Any industry or academia participant awarded a contract by a participating government sponsor pursuant to a Sources Sought, RFI, or Survey will be compensated, under the agreement, on a cost-reimbursable basis. Each project participant will be expected to share in the total project cost by contributing cash or in-kind resources.
Under the CTMA Program, the parties shall limit participation on the project to (1) U.S. citizens, (2) lawful permanent residents as defined by 8 U.S.C. 1101(a)(20), (3) other protected individuals as defined by 8 U.S.C. 1324b(a)(3), and (4) Canadian citizens (pursuant to the principles underlying the Canada-U.S. Free Trade Agreement), if such participation will involve visual inspection of the Technology, Intellectual Property or Technical Information, or oral exchanges of information about the foregoing. We also require the project participants to furnish NCMS, upon request, with proof of the citizenship status of its personnel participating on the project, including (1) U.S. citizens; (2) legal permanent residents; and (3) foreign nationals who are not permanent residents. In instances where it is necessary to involve foreign national employees in the visual inspection of the Technology, Intellectual Property, or Technical Information, or oral exchanges of information about the foregoing, the parties will be required to furnish to NCMS proof of appropriate valid export license, or technical assistance agreement, or exemption from licensing requirements (e.g. Canadian exemption) to the extent required by the International Traffic In Arms Regulations (“ITAR”) or the Export Administration Regulations (“EAR”). A copy of such license or agreement shall be furnished to NCMS before any disclosure of information to such foreign person. In the event a party believes that the subject matter of the project agreement is not covered by ITAR, that party may request a written waiver of the requirements of foreign national provision in the CTMA Agreement, which may be granted if the NCMS contracting officer agrees that ITAR does not cover the subject matter.
These requirements also apply to individuals who have dual citizenship status.
