The US Department of Defense is partnering with industry and academia on a multiphase CTMA initiative to leverage commercial industry best practices, tools, and emerging technologies to refine and optimize processes that improve organizational production, maintenance, and sustainment outcomes at specific shipyards. This initiative will optimize Refueling Complex Overhaul (RCOH) maintenance and repair capabilities and processes that will provide new analytical tools to better predict and retire unscheduled RCOH maintenance and system restoration tasks.

Phase V will build upon the previous phases that aligned people, processes, and tools to address maintenance where integration of tasks is essential to keep schedule. Its focus will be on transitioning ships from years-long extensive shipyard industrial periods to becoming operationally ready for tasking in less time than it has previously taken to employ them after the completion of the maintenance period.
