The US Department of Defense is partnering with industry and academia on an initiative to develop a structured competency training and skill monitoring system for maintenance and repair technicians, to ensure that personnel are proficient, qualified, and effectively tracked throughout their careers. The system would be based on approach currently used by the Navy for intermediate-level maintenance and repair activities called the Sailor Self-Sufficiency Ecosystem (SSES). The goal of this initiative would be to establish a scalable model that can benefit the broader maritime and industrial workforce, leading to more efficient maintenance processes, reduced costs, and an overall stronger industrial base.
Specific objectives would include:
- Extend the Competency Evaluation System (CES) framework to incorporate 15 types of feedback for competency evaluation.
- Develop a digital competency resume that allows leadership to assess Sailors’ proficiency in maintenance and repair tasks throughout their careers.
- Utilize real-time competency tracking to inform decision-making, optimize training investments, and ensure personnel are appropriately equipped.
- Enable the efficient management of intermediate-level maintenance activities and management of the Navy Afloat Maintenance Training Strategy (NAMTS).
- Leverage SSES as a framework that can be adapted to the broader maritime and industrial sectors.
