The US Department of Defense is partnering with industry and academia on an initiative to improve maintenance and sustainment of communication networks by integrating and demonstrating innovative software solutions providing greater network reliability. The desired approach will involve integrating channelized low-observable agnostic capability (CLOAC)software executables into existing multi-information distribution system (MIDS) terminals and validating their performance in relevant environments. The core objective is to integrate software executables that enable a more disciplined and responsible approach to network utilization.

Specific objectives include:

Provide a software-only solution that promotes better network access and enables more disciplined use of the radio frequency spectrum
Implement software within the terminal to substantially improve receiver gains and permit lower transmit powers
