Naval Air Warfare Center Training Systems Division (NAWCTSD) seeks an industry partner to upgrade the existing 11F19 Aircraft Generic Air Cycle, Air Conditioning and Pressurization Systems Maintenance Trainer for the Aviation Structural Mechanic (Safety Equipment) (AME) Schoolhouse at Naval Aviation Technical Training Center (NATTC) Naval Air Station (NAS) Pensacola.
Background
The 11F19 training device allows students to perform operational checks and troubleshooting procedures with a generic air cycle, air conditioning, and pressurization systems associated with a typical generic naval aircraft. The device is comprised of 15 student stations (SS) with 2 instructor operator stations (IOS) that can control all 15 student stations or allow student stations to be separated between IOS(s). Due to an aging system and components approaching or exceeding their end of life (EOL), the system has lost functionality and reliability. While the AME Schoolhouse does not want a completely new training system, the schoolhouse desires to utilize 21st century technology to upgrade and modernize these trainers, focusing on repairing desired functionality that has been lost and upgrading needed components with more efficient and modern capabilities. Some of the functionalities that must be restored are common issues across all 15 SS and the IOS, while other functionalities are unique to individual SS.
Solution Sought
NAWCTSD is seeking a partner with the capability to evaluate the current training devices, discuss and differentiate the capabilities that are: (1) desired but require updating, (2) desired and currently not functioning, and (3) not desired and can be removed. The partner will also complete the needed updates, repairs, and removals. The partner must work closely with the schoolhouse instructors to ensure requirements are met and the updates reflect curriculum needs. The partner must also provide updated drawings and maintenance documentation to ensure these trainers can be properly maintained after the conclusion of this effort.
Desired Solution Capabilities
- Restore headset communication capability between IOS(s) and student stations
- Provide two-way communication between the IOS and all 15 student stations collectively and individually
- Upgrade the following:
- IOS and student stations to Windows 11
- Simulated Ohm meter and design a digital multimeter replacement
- Software:
- Modernize the graphical user interface
- Track each student station through each scenario
- Monitor and flag errors in operator procedures
- Temporarily store the steps taken and end results for each student station without storing associated PII
- Add functionality to restart a student station computer from the IOS
- Allow students to continue to new scenario after successful completion of current scenario
- Modernize I/O distribution panel assemblies to improve maintainability
- Provide updated revisions of technical data package and documentation and add additional new documentation as necessary
- Remove equipment and functionality associated with unnecessary procedures
- Add heater temperature monitoring system to maintenance troubleshooting (DORT) procedures
- Redesign existing valves M1-M8:
- Enable to accurately represent valve motor position
- Ensure that valve position aligns with the active system state as appropriate
- Redesign airflow (leaks) to be associated with the appropriate faulty component or valve as applicable
- Redesign or modernize existing pneumatic replica panel assembly
- Meet necessary cybersecurity protocols:
- The trainer system shall be designed and delivered as a completely standalone, unclassified training device with no physical or logical connection to the DODIN, NMCI, Flank Speed, or any other Navy enterprise network.
- All components (IOS, Student Stations, PDUs, and VoIP system) shall operate on a dedicated, isolated local network using commercial-grade networking equipment.
- IP-enabled PDUs shall be securely configured with default credentials changed, all unnecessary services disabled, power event logging enabled, and hardened in accordance with applicable NIST SP 800-53 Rev 5 controls.
- The system shall be configured using applicable NIST SP 800-53 Rev 5 controls and current DISA STIGs for Windows 11. The contractor shall document any required control or STIG exceptions.
Submission Requirements
Interested parties should provide a white paper response with no more than 10 pages using the format below. Responses are due no later than COB November 6, 2026. All questions or concerns can be addressed to opportunities@ncms.org.
Required Content:
- Describe a general approach to meet the technical specifications
- Describe assumptions
- Detail the approach and risks to meet technical specifications
- Provide a high-level project schedule and timing
- Describe rough order of magnitude cost for the repair and modernization of 15 student stations and 2 instructor operator stations.
- Provide recent and relevant experience in accomplishing similar objectives
