Problem: The Program Executive Office for Aircraft Carriers (PEO Carriers) manages acquisition and maintenance for the world’s most complex ships. This complexity, combined with workforce constraints and supply chain challenges, has created significant delays and degraded sustainment performance. Critically, PEO Carriers requires better incentive systems for its contractors.
Benefit: This initiative will successfully develop an enhanced risk assessment and incentives tool that will benefit commercial businesses and the public by improving risk segmentation of major projects, which can lead to important cost savings and on-time delivery of products for consumers.
Solution/Approach: The overall objective of this initiative is to establish and demonstrate a novel contracting tool that can quickly and effectively segment past performance on certain support actions and provide actionable information to segment the Ship Work Line Item Numbers (SWLIN) into different risk adjusted Contract Line Item Numbers (CLINs). Phase II will support the execution of the Phase I implementation plan for new contracting approaches and culminate in an agreed upon Refueling and Complex Overhaul (RCOH) framework.
