Problem: The military, like private organizations, faces the same need to become more efficient, and is therefore a good testbed for this initiative. The recently established Office of the Department of the Navy Chief Management Officer (DON OCMO) is responsible for streamlining DON’s life cycle management “back office” business processes, enhancing decision-making speed and quality, and increasing organizational agility. This new organization will reconsider the Department’s high-level business requirements, increase capability, and determine practical approaches to reduce bureaucratic layers and costs involved with the DON’s various business lines and supporting systems.
Benefit: When a company spends the time to really analyze their maintenance and sustainment practices revelations into any redundancies and inefficiencies will come to light. Utilizing experts in data and information systems will allow difficult questions to be asked and insights to be gained. Changing processes is never easy but when inefficiencies can be corrected the positive outcomes can be enormous. The benefits can include lower costs of goods and services, safer working environments due to better maintained equipment, and possibly job creation from a healthier bottom line.
Solution/Approach: DON OCMO requires an industry partner that will assist the organization in achieving greater agility throughout the organization by leveraging its expertise in IT governance, business system rationalization, system lifecycle management, business operations, data strategy and analysis, dashboarding, risk management and analysis, and visual information services.
This project will address critical business transformation issues faced by both industry and the Navy. The effort will focus on performing tasks that result in business process best practices that will serve as a long-term business transformation acceleration solution for the Navy and leveraged by industry.
