Problem: Due to inadequate decision-making tools, the facility maintenance and sustainment practice of condition-based prioritizing of scant resources results in commercial and Department of Defense (DOD) facilities that are degrading faster than available sustainment funds can be applied to remedy this crumbling infrastructure. This negatively impacts the general public and real property end users, who suffer inadequate facility resources, and high cost, low-return remediation and disruptions caused by deferred maintenance.

Solution/Approach: The overall objective of this initiative is development of a data-informed Sustainment Goal Framework, categorized by asset type (binning) and differentiated by an organization’s specific objectives. It will set the groundwork for developing, testing, and demonstrating a Facilities Investment Model in potential future developments. This will be accomplished through two main workstreams. The first will focus on a methodology to establish SMS data-informed sustainment goals and performance thresholds. The second workstream will develop a methodology for the derivation of easily applicable asset types: distinct but readily recognized use, or type groupings, criticality, mission type, etc. attributes.

Benefit: This initiative will demonstrate the effectiveness of building a Sustainment Goals Framework and facilities asset binning for use in the evaluation of determining the specific facility maintenance and sustainment that is necessary. Lessons learned can be used by commercial facility maintenance organizations to better allocate resources and help predict future facility maintenance requirements.
