Problem: The Army has spent hundreds of millions of dollars on both General Fund Enterprise Business System (GFEBS) and the Logistics Modernization Program (LMP). The systems have undergone various updates since full deployment; however, they were initially designed and deployed based on business processes and reporting requirements related to logistics management, maintenance and sustainment activities, financial management, and numerous other operational processes that existed 10+ years ago. The Army has undergone tremendous growth and change over the last decade which has caused some of the system functionality to become antiquated and out of alignment with their current business environment. Industry and the Army need an innovative, cost-effective solution to upgrade their systems, improve system reporting, cleanup unreliable system data, and create more efficient business processes.
Benefit: Demonstrations and lessons learned can be applied to commercial industries, giving them a roadmap to follow in their own information technology environments regarding maintenance, sustainment, and logistics operations.
Solution/Approach: Working collaboratively with industry, the Communications and Electronics Command (CECOM) seeks to advance and demonstrate a Workload Tracking Tool & Workforce Planning System in their G8 Organization to capture work requirements, manhours spent on various reimbursable efforts, and costs associated with supporting new customers with the development and sustainment of weapons systems and warfighter support systems. These demonstrations will result in more accurate demand planning over the maintenance and sustainment of the Army’s industrial base and provide senior leaders with more reliable data for decision making.
