Problem: Archiving documents for future reference has always been difficult for large commercial organizations with numerous complex systems.  Major developmental acquisition programs can have dozens of document requirements, including the Lifecycle Sustainment Plan (LCSP), which requires information from different sections within the acquisition process.  The ability to properly archive information is crucial for all organizations, particularly those organizations with rotating personnel.

Benefit: The project establishes a common set of processes, tools, and standard operating procedures that, while initially applicable to DOD Joint Capabilities Integration and Development System (JCIDS) guidelines, can be tailored and scaled to apply to practices of private industry, thereby realizing similar cost reductions, shorter maintenance lead times and increased quality of goods.  A robust sustainment plan and obsolescence risk mitigation plan will eliminate gaps in service and efficiently transition legacy equipment without interruptions.

Solution/Approach: Phase I fulfilled its overall objective by improving the integration of maintenance and sustainment considerations into many facets of a materiel system program.  Phase II is currently building upon the successes of the initial phase by expanding technologies into a broader application of tools, processes, and disciplines.  Phase III will apply the lessons learned in the two previous phases to a tracked vehicle platform.  Tracked vehicles have a higher maintenance burden and are more complex and difficult to maintain than a wheeled vehicle or watercraft.  In addition, Phase III will move to more functional areas such as transportation and spare parts planning tools and processes.
