Problem:

For the military, supply chain risk management and resilience impacts maintenance, sustainment, and readiness. The demise of just one key supplier or a failed or counterfeit part can cause significant readiness and maintenance issues to critical systems and information networks that can influence mission accomplishment. This situation can decrease system operational availability, increase costs and risks of mission failure and accidents, and result in injuries and fatalities to personnel. A similar problem is unique and amplified when trying to quickly identify critical parts and qualify new suppliers to fill critical part availability shortfalls in the supply system. There is a need to leverage advanced commercial technologies, tools, and processes to quickly identify critical supply chain risks and issues for electronic and mechanical parts based on known or unknown threats that can impact system readiness.

Benefit: This initiative will increase the operational readiness of Army ground combat systems and generate lessons learned for potential implementation of these processes and tools across commercial industry, the Army, and other Services.

Solution/Approach: The overall objective of this initiative is to develop, pilot, and demonstrate common processes and advance the output of analytical tools to better assess threats and identify risks of critical parts and components that can impact the safe operations, maintenance, and sustainment of Army ground combat vehicle systems. This effort will identify critical components and potential alternative suppliers of electronics and microprocessors so as not to introduce malware, counterfeit hardware components, or other cyber threats to these systems.
