Problem: The U.S. Navy is facing similar problems integrating multiple data sources maintained by geographically dispersed activities throughout the Naval Aviation Enterprise (NAE). Organization like Naval Supply Systems Command (NAVSUP) Weapon Systems Support (WSS) are beginning to collate sustainment data from the flight line to the original equipment manufacturer to illuminate maintenance and sustainment activities. The next logical step is creating an environment where decision makers can be brought together virtually to solve complex issues to improve fleet maintenance and sustainment.

Benefit: The intent of this initiative is to demonstrate how sharing of resources and data in one centralized source and the development of an effective communication plan and playbook to guide key stakeholders can provide better visibility into the supply chain and allow teams to make more focused and executable decisions that will improve their maintenance and sustainment plans. This concept demonstration will begin to lay the foundation for an enterprise LOGCELL process and practice that will yield the above benefits once fully implemented within NAVSUP WSS.

Solution/Approach: LOGCELL is one of many key initiatives being leveraged to drive the organization’s effort to build on its role as the Program Support Inventory Control Point (PSICP) for the U.S. Navy. NAVSUP is looking to create a playbook that can be used to help new participants rapidly understand the power of the LOGCELL with an accompanying communications strategy that will be used to introduce the concept to a wide array of government and industry users.

In support of LOGCELL’s further growth and strategy the organization has identified the following areas requiring additional effort that this initiative will help provide:

  • Definition of a brand strategy for LOGCELL that aligns with the WSS Strategic Blueprint for Supply Chain Excellence.
  • Creation and execution of a communications plan to support the continued adoption and rollout of LOGCELL.

Development of a playbook of tools and methods to support teams executing LOGCELL events from product support perspective and supply chain management perspective.
