Problem: There are over 200 Logistics Portfolio Information Technology (IT) systems and applications developed for use in overseas contingency operations and all designed primarily with 30-year-old technology. No analysis of the percentage of operating force usage and subsequent return on investment (ROI) of the current Logistics Portfolio supporting overseas contingency operations has been conducted. As a result, Deputy Commandant for Installations and Logistics, in his role as the Log Portfolio Manager, has had to rely on anecdotal reports and claims from system program managers to determine the best allocation of resources for the Log Portfolio as well as development of an integration strategy. To date, no detailed analysis and associated testing/implementation have been accomplished, which results in sub-optimized sustainment of weapon systems.
In order to manage the portfolio more effectively, Deputy Commandant for Installations and Logistics, Headquarters Marine Corps requires a demonstration to prove the “art of the possible” with an associated business case and way ahead strategy.
Benefit:
- Commercial industries will have the opportunity to expose their capabilities and tools to the broader DoD market, leverage DoD experience and gain a better understanding of the direction of future DoD requirements.
- Industry will have easier “publishing and subscribing” avenues to showcase their capabilities, responsiveness and cost effectiveness to the Marine Corps.
Solution/Approach: Participants will collect and analyze all relevant data previously gathered by the Marine Corps Logistics Data Working Group (LGDWG) in order to baseline the current portfolio and associated stakeholders. A representative sample of the portfolio’s capabilities will be selected to integrate and analyze in order to use the Business Case Analysis (BCA) to identify the best overall value among alternatives, not just the lowest cost. This representative sample will then be integrated with the Marine Air Ground Task Force (MAGTF) Command and Control (C2) Tactical Services Oriented Architecture (TSOA) technology (the demonstration). The systems will be operated in order to assess the gap/fit of required capabilities to inform the BCA. The BCA will present solutions quantitatively in terms of cost, performance, and risk. Participants will provide the personnel, tools, techniques, and processes to conduct the Logistics Portfolio Proof of Concept (PoC) and BCA.
Impact on Warfighter:
- PoC venue and associated BCA will provide the Marine Corps with a means to buy down their requirements and acquisition risk while availing itself with current industry capabilities that can be applied to tactical (MAGTF) and operational/strategic (Depot) organizations and can be shared with other services.
- Will enable continuous process improvement and sustainment and logistics support from the foxhole to the Depot.
- Legacy systems will be able to “publish and subscribe” to the shared data environment which will provide improved visibility and management of the logistics chain and resultant support to deployed forces.
