Problem: Outdated processes and technologies add time delays and costs to shipyard maintenance and lifecycle sustainment activities. The United States (U.S.) Navy’s significant maintenance backlog prevents them from getting the necessary ships back out to sea, which not only costs the American taxpayers more money to maintain the fleet, but it also affects the warfighter’s ability to be where they are needed. To deliver effective maintenance and keep new shipbuilding projects on time and on budget, shipyard processes need to be streamlined, and bottlenecks minimized by reducing redundancies and moving from sequential steps to more automated parallel ones.

Benefit: The Navy will utilize the analysis and lessons from this initiative to make informed decisions on how to apply the processes and tools learned during this initiative to other shipyards and maintenance depots with the goal to improve maintenance and sustainment of ships, vehicles, and other weapon systems. Lessons learned will also be applicable to commercial shipyard and shipbuilding companies.

Solution/Approach: The intent of this initiative is to leverage commercial industry best practices, tools, and emerging technologies to refine and optimize processes that improve organizational production, maintenance, and sustainment outcomes at a shipyard. Using the Newport News Shipyard (NNS) as a surrogate, Phase II will focus on establishing and integrating an innovative data architecture designed to optimize government-sponsored maintenance teams during the planning and execution of Aircraft Carrier Refueling and Complex Overhaul (RCOH) maintenance periods. This solution will aggregate legacy maintenance data across multiple Navy organizations to provide program and maintenance managers insights into production, maintenance, and test progress data at each phase of an aircraft carrier’s lifecycle.
