Problem: Modernization of the physical plant to take advantage of new work processes has associated risk of major financial investment, personnel re-training, and the difficult task of anticipating all effects of a major change. Digital modelling of major support infrastructure, equipment, supply, transportation, and distribution channels for repair parts and materials will enable industry to anticipate and plan for changes with less risk, as the scenarios will have been thoroughly tested digitally.
Benefit: The result will provide an optimized model of each shipyard, and the four shipyards as an enterprise, and can be used as a surrogate example that is extensible for use by commercial industrial shipyard organizations.
Solution/Approach: Phase I addressed for Naval Sea Systems Command (PMS 555) to have industry participants to complete a project to model and simulate shipyard operations and define the optimal shipyard plant layout and configuration for the four Naval Shipyards: Pearl Harbor, Puget Sound, Norfolk, and Portsmouth. Phase II implemented the optimization of the shipyard plant layout and configuration in the form of project planning documents for the Navy to recapitalize Pearl Harbor Naval Shipyard (PHNSY). Phase III will implement the planning to produce the budget-ready documents needed to construct a dry dock capable of repairing Navy submarines into the foreseeable future, and a Dry Dock Production Facility that reduces the time of a submarine repair availability.
