Problem: Large multi-national corporations, Department of Defense (DoD), Federal Emergency Management Agency (FEMA) and first responders have real time challenges in augmenting and improving upon resource management automation in their respective operations.  The ability to quickly and effectively pool the right resources across different sectors and disciplines to sustain similar large-scale movements is a challenge for both public and private organizations.

Benefit: Government and industry will both benefit from improved software applications to plan and track rapid movement, implementation and sustainment of personnel and equipment while reducing Information Technology (IT) maintenance costs.  

Solution/Approach: Phase II will pick up where the first phase ended, building tools to evaluate and prioritize potential resource deficit solutions then track solution implementation and calculate the eventual impact of the solution on mission accomplishment.  Phase II will expand to include all Pre-Trained Individual Manpower including the IRR, the Inactive National Guard, Retired Active and Reserve personnel, Standby Reserve, those in the Trainees, Transients, Holdees and Students (TTHS) accounts.  Tools will also be developed to identify and plan for the budget required to adequately sustain the Army’s Pre-Trained Individual Manpower so it can be easily reintegrated into the active force when necessary.
