Naval Submarine Base Kings Bay
Overview
Naval Submarine Base (NSB) Kings Bay will be hosting a Technical Interchange Meeting on Thursday, September 10, 2026 in search of capabilities that will fill four technological gaps. NSB Kings Bay provides support to the Fleet, Fighter, and Family by maintaining and operating the facilities of the Trident submarine force. The installation is the east coast home of the Navy’s Ohio-class submarine force and three major commands: Trident Training Facility, Trident Refit Facility, and Strategic Weapons Facility, Atlantic.
The Technical Interchange Meeting, to be held on base, will provide industry attendees with detailed information about the issues NSB Kings Bay is currently facing, alongside Q&As with the Subject Matter Experts (SMEs) to further clarify what specifications need to be met. An afternoon session will take place on the waterfront and dry dock for industry to take in the full scope of the camera systems and shore power issues. Following this event, a Sources Sought will be available only for attending industry to submit their technology specs in relation to any or all of the four focus areas outlined by Kings Bay.

This is an informational session only. Attending companies do not need to bring any demonstration materials nor have presentations prepared. This is purely to have questions answered and obtain classified specifications on the requirements Kings Bay is looking to fill. These specs will not be released prior to the Sources Sought opening; companies who do not attend the Technical Interchange Meeting will not have the proper information for a successful submission.
NSB Kings Bay is looking for technologies that can assist with the following problems:
- Significant improvements to visual monitoring at dry dock
- A comprehensive CCTV system is required to mitigate critical blind spots, enabling real-time oversight for emergency response coordination by pump station operators, enhancing base security monitoring, and supporting Counter-UAS base defense.
- Shore Power Refit
- Adequate, safe, and resilient shore power infrastructure is required to support the Trident Refit mission in support of strategic nuclear deterrence. To perform inspection maintenance and refit operations of Ohio and future Columbia Class nuclear ballistic missile (SSBN) and nuclear guided missile (SSGN) submarines, redundant power to the waterfront must always be maintained. UFC 4-150-02 Dockside Utilities for Ship Service identified general utility requirements for submarine berthing to include redundant shore power at all times. While docked, all submarines must be connected to shore power to minimize run time on reactors and comply with local regulations.
- Replaces 15kV 750kcmil feeder cables from bldg. 5062 to switchgear in bldg. 5061 and 15kV 750kcmil feeder cables from bldg. 5061 to substation serving drydock switchgear bldg. 5044; Replaces 15kV 750kcmil feeder cables from bldg. 5116 to switchgear in bldg. 5092. Replace 15kV 750kcmil feeder cables from Substation #3 circuit ‘SUB-3B8’ to SWG in bldg. 5116. New feeder cables will be installed in a new underground trench and include new aboveground splice boxes to prevent damage from standing water in maintenance manholes.
- Counter S-UAS (Small Unmanned Aircraft Systems) measures. Netting for drone arrestment.
- The increasing availability, affordability, and sophistication of commercial and modified unmanned aircraft systems have created evolving security challenges for military installations and critical facilities. Small UAS platforms present risks including unauthorized surveillance, disruption of operations, and threats to personnel and infrastructure. Existing security measures may not provide adequate protection against rapidly changing UAS tactics and capabilities.
- Kinetic Counter-Unmanned Aircraft System (C-UAS)
- Mature or emerging technologies capable of supporting a layered and scalable Counter-Unmanned Aircraft System (C-UAS) architecture for fixed installation environments. Specifically, this effort seeks industry partners capable of providing innovative counter-UAS solutions encompassing detection, identification, tracking, deterrence, denial, and mitigation through physical, electronic, or integrated approaches suitable for both fixed and mobile applications.
A quad chart is required with your submission. A template is included on this webpage, or you may request one from EventSupport@ncms.org. Your submission will not be considered without a quad chart. All registrations are subject to a vetting process to ensure your technology is appropriate.
Base access requirements are due by Tuesday, September 1, 2026. Further information on base access and requirements will be distributed upon approval of your registration.
