The US Department of Defense is partnering with industry and academia on an initiative to develop and professionalize the maintenance and sustainment management pipeline within the DOD. The overall goal is to establish the Leadership Engagement, Acceleration and Development (LEAD) program as a Maintenance Center of Excellence at specific military installations.

Key objectives include:

  • Establish a standardized training system for all maintenance management billets across Navy and Marine Corps aviation.
  • Increase aircraft readiness by reducing non-mission capable Sub-System Capability Impact Reporting (SCIR) driven by poor scheduling, inefficient management, degraded material condition, and insufficient training.
  • Shorten time-to-train for supervisors, controllers, chiefs, and officers.
  • Develop leaders capable of effective application of Commander, Naval Air Forces Instruction 4790.2 requirements, Optimized Organizational Maintenance Activity (OOMA)/DECKPLATE/3M analysis, and interdepartmental coordination.
  • Deliver a repeatable, scalable model that can be implemented at any Marine Corps or Navy aviation unit with minimal infrastructure.
