The US Department of War is partnering with industry and academia on an initiative to define and demonstrate a scalable model for deploying integrated expertise to solve critical industrial challenges, enhancing readiness for the Navy while creating a transferable framework for the commercial sector. A key focus will be demonstrating how optimized concurrent maintenance processes can preserve operational readiness while establishing a comprehensive knowledge transfer framework to maintain critical system expertise through high personnel turnover.
The selected industry team will be expected to have expertise in fielding small, agile teams of experts who utilize a proven, structured methodology to analyze complex problems, guide solutions, and establish sustainable, repeatable processes. This expertise will be applied to critical aircraft carrier maintenance, specifically within the complex environment of overlapping refueling and complex overhauls (RCOHs).
Specific goals will include:
- Analysis and Risk Identification
- Solution and Process Development
- Guided Implementation and Oversight
- Data Analytics and Performance Monitoring
- Framework Documentation and Transition Planning
