The US Department of Defense is partnering with industry and academia on an initiative to create and demonstrate a novel dynamic rate model that can quickly and effectively analyze the cost implications of a DOD sustainment center’s organizational structure while being able to run ‘what-if’ scenarios to understand impacts of maintenance and sustainment capabilities/groups that are transferred, kept in place, or co-mingled. The technical implementation goal of the project will be to achieve Pre-Implementation Tier status in which the novel technology is advanced to a state that can support future transition. Specifically, the initiative will:
- Assess allocated costs feeding software engineering group (SWEG) rate structure
- Benchmark rates and assess overall SWEG competitiveness and customer perception
- Develop recommendations for improved cost effectiveness and competitiveness
- Identify opportunities to adopt industry best practices for “big ticket” funding
- Assess current state workforce and aggregate workforce development best-practices
