The US Department of War is partnering with industry and academia on an initiative to advance outcome-based workforce management methodology within sustainment operations using a scalable framework centered on measurable products, deliverables, and mission outcomes. The overall goal will be to establish repeatable processes and data-driven management practices capable of supporting dynamic workload demands, surge operations, and evolving industrial base requirements.

Key objectives include:

  • Developing and standardizing the PBE framework for deliverable-focused workforce planning
  • Creating formalized solutions aligning workforce capabilities with mission deliverables
  • Establishing metrics for measuring product-based outcomes rather than labor inputs
  • Piloting PBE within representative sustainment programs to validate methodology
